Municipal Finance

Municipal Finance includes the representation of issuers, underwriters, developers and borrowers in municipal finance, typically tax-exempt bond transactions and commercial paper transactions.

EA currently acts as Co-Bond Counsel for Miami-Dade County, the Miami-Dade County School Board, the Broward County School Board, Florida Housing Finance Corporation, Palm Beach School Board, and the Miami-Dade County Expressway Authority (MDX). EA is listed in the Red Book as Co-Bond Counsel. Both Deborah Mordecai Edwards, Esq. ("Debbie") and M.L. Carstarphen, Esq. ("M.L.") practice in the field of public finance. M.L. has eighteen (18) years of experience as both issuers and underwriter's counsel. Debbie has represented issuers of municipal securities for the past eight (8) years.
