Edwards & Associates, P.A. has acted as Co-Bond Counsel for Miami-Dade County, the Miami-Dade County School Board, the Broward County School Board and the Miami-Dade County Expressway Authority (MDX) in financings aggregating more the 2.5 billion dollars.. EA is listed in the Red Book as Co-Bond Counsel. Both Debbie and M.l. Carstarphen practice in the field of public finance. M.L. has eighteen (18) years of experience as both issuers and underwriter's counsel. Debbie has represented issuers of municipal securities for the past eight (8) years.

EA has acted as Issuer's Counsel for Miami-Dade County, the Miami-Dade County School Board, and the Broward County School Board .

Deborah Edwards, EA's lead attorney has acted as, closing & title Agent for the Resolution Trust Corporation's ("RTC") Single Family affordable housing Auctions in Florida. She closed approximately 200 sales in a 18 month period. Responsibilities included representing the RTC at auctions, preparing the sale & purchase contract, providing title information to prospective buyers, issuing title commitments, ordering and reviewing surveys and elevation certificates, closing mortgages, recording documents, disbursing the file and issuing the owner's and mortgagee's title insurance policies.
